Program to convert PAL DVD to NTSC DVD

Not that it's data recovery related or anything, but can anyone recommend a good program to do this? Free would be nice, but even if it costs a few bucks is OK too.

Just a little favor for a friend I'm trying to do.

$45 bucks! Yikes. Its just a deep sea fishing video shot (and burned to DVD) in Japan. Any less expensive options anyone's tried?

It's an older friend, who's not into computers. He just really wants to be able to watch in on his TV which only has an older DVD player.

Hmm... this is strange. The disk isn't being recognized in any drive I put it into. Keeps showing 0 capacity. Anyone know if region code could do this? I really haven't dealt with this international DVD stuff much.

what kind of DVD is it? How was it recorded? If it is a small one from a DVDR type camera, then it may not be finalised properly.

DVD's are a PITA. if it is from a camera, then playing the video on the camera outputting to a file is better option, may need to check the manual of camera.
