Potentially, depending on the model of passport, the wipe may have been a Cryptographic erasure, in which encryption key is erased and new one created to correspond with the new format.
Generally a quick format will overwrite the first 256 MFT records (depending on the OS it was formatted in) but all others should remain. In your R-studio scan check the RAW files - if there are none then I suspect this has been Cryptographic erased. If there are RAW files, then somehow all prior MFT records would have been overwritten or erased.
